Mind the Data Gap: What Do South Africa’s Vehicle Crime Statistics Actually Tell Us?

When official crime statistics are published, the headline is usually the number.
Up.
Down.
By how much.
But a statistic is only as useful as our understanding of what sits behind it.
For insurers, fleet operators and security professionals, this raises a more important question:
Are we measuring the crime itself — or the crime that enters the reporting system?
Recent reporting on truck hijackings illustrates the challenge. Truck hijackings fell by 21%, from 414 to 327 incidents.
But Road Freight Association CEO Gavin Kelly has cautioned against reading too much into reported declines, pointing to longstanding industry concerns around under-reporting and lack of trust in the police. He has also noted that statistics depend on full reporting of incidents.
A reported decline can be encouraging while the underlying risk remains significant.
Both can be true.
The question is what the number is actually telling us.
The number is not necessarily the event
South African Police Service (SAPS) crime statistics provide an important administrative record of reported and recorded crime.
But reported crime is not necessarily the same thing as total crime.
A victim may not report an incident. A crime may not result in a case being opened. Different crimes may be classified differently. And the data ultimately depends on the systems and processes through which it is captured.
This does not make the statistics useless.
It means we need to understand what the statistics can actually tell us.

Then there is the CSIR picture
Research from the Council for Scientific and Industrial Research (CSIR), together with data generated across the private vehicle-security and telematics ecosystem, can provide another perspective on vehicle crime and risk.
These datasets are not automatically interchangeable with SAPS statistics.
They may measure different things.
Different populations.
Different time periods.
Different definitions.
Different collection methods.
Different levels of geographic and temporal detail.
The result can be two numbers that appear to contradict each other — while both are accurately describing the systems from which they originated.
That is not necessarily a data failure.
It is a measurement problem.
Why this matters for vehicle security
For fleet operators and insurers, the important question is not simply whether a crime statistic has moved up or down.
It is whether the available evidence gives us enough information to understand where, when and how risk is actually occurring.
A national figure can tell us one thing.
A high-risk corridor, a specific vehicle type, a time window or a detected attempted theft can tell us something else.
The more granular the evidence, the more useful it can become for making operational decisions.
The engineering problem
For years, vehicle security has largely been built around prevention, detection and recovery.
Those remain essential.
But connected security introduces another dependency:
What happens when the connection fails?
A system that only produces intelligence while everything is operating normally has an inherent failure state.
That is why we believe vehicle-security architecture needs to be considered beyond the conventional telemetry path.
Not simply:
Can we track the vehicle?
But:
What evidence survives when we cannot?
